Let's see what I can come up with, then.
How about some sort of log cabin village nestled in a valley or at the base of a mountain? Surrounded by evergreens, and an oddly ever-present layer of snow.
One main road, leading up to a large lodge, something of a meadhall.
No central plaza or market square, no statues, nothing necessarily permanent.
Maybe little shop-booths settled in front of the houses. Not a lot, maybe one for every house. Six houses? Eight? Maybe they're family homes, maybe they're community houses, kind of like dorms.
Some of the citizens are loggers, some hunters and gatherers, maybe scouts to alert the rest of the town of any danger.
The lodge. Maybe they have every meal there like a feast. Three or four long tables with eight or so seats each, all perpendicular with the front entrance. Another long table, parallel with the front entrance, where the village elders and leaders eat, or hold religious ceremonies or practice court law.

It's an NPC-village? Alright, so let's get under the assumption that it's pre-established.
Let's say, 70-80% of them are batponies. I don't know how big the village is supposed to be, but let's go with that.
Maybe most of the residents are refugees that get lost in the wild.
As for the village itself, given its location, it may be hard to import and export large things, such as building materials. This could support the reason why they choose such a simple layout for their town.
Since we are under the assumption that it's a pre-established town, there's a good chance that they do have connections to other NPC towns further north assuming there are towns further north.
If so, I doubt they'd have a problem trading with playable characters.
If not, then maybe the playable characters would need to work for their trust. Maybe carry out some tasks, offer them gifts such as foods or tools.
Food supply. That's a tricky one, since most of us here can't even agree to disagree on fruit vs. blood. Maybe they do eat an abundance of fruit. Maybe their hunters capture animals and give the blood and fur to bat ponies who feast on the blood and make clothing from the fur. If they go with the "don't waste anything" motive, then the meat from smaller creatures could be used to attract larger ones if they get gutsy enough, or they could store and rot the meat and use it as a deterrent for trespassers or other animals.

I'd imagine the lodge and houses would have furs pinned to the walls to act as insulation, so they'd likely have a lot of extras lying around.
I think their trade list would look something like:
Them - You
Fur - Food
Fur - Building materials
Fur - Tools
Wood - Food
Wood - Tools
Food - Food
They might have other stuff like wooden toys to trade off.
If you don't have a map of their local area, I'm sure they'd have one drawn out, so you could probably trade them for that. I'd imagine an item like that would be extremely useful for scouting parties, depending on the environment.
On the promise that you could help their town grow and expand, and even flourish, I don't see any reason why they'd decline. Especially since they may have tons of fur to trade off, which could benefit other colonies and towns during the winter.

I was actually thinking about the town's origins.
I think, maybe, they're there because their ancestors parents, grandparents, greatgrandparents, what have you were explorers and survivalists that might have gotten lost, turned around, or trapped, and ended up establishing that area as a temporary shelter. Maybe after trying to find their way, they kept getting lost and retreated back there, eventually giving up and setting it up as a town. Their current scouts might have noticed some of the closer colonies popping up, but never took much note of it.
I think maybe the ancestors of the current villagers and the ancestors of the player-characters if that exists, i don't know came from the same general origins.
As for the nomadic thing, maybe some of the non-batponies, or even some of the current batponies, were nomadic and came upon the town to trade some things. Maybe a few liked it and decided to stay.

Base of the mountains in the big shite trail would probably be good.
As for them having mangoes, considering the region is so far north, and it snows in the winter, I highly doubt they would. The area seems like it's too far north of the planet's equator for mangoes to grow, even in the summer. If you want to chalk it up to magic, then maybe.
I assume you guys go for hyper-realism, so magic wouldn't work.
Apples, pears, cherries. All three are good choices for local fruits.
Mangoes would probably have to come from somewhere closer to Hollow Shades or the Everfree Forest, maybe even farther south in the forests north of the Badlands.

It's very respectable that you mention that there is no "master canon" for the batponies, but I don't think aiming to artificially establish one is a worthy cause. Plus face it, blood drinking ponies might fit into a dark world, but not into FiM's, so you'll never be able to create a single, completely satisfying canon - and you shouldn't, because that's not the point. There are debates because we each have different preferences and priorities, completely resolving that would be a poor choice.

Carnelian's mane is pulled back into a full pony tail. The front of her mane has a widow's peak.

When I drew the first pic of what would eventually become Carnelian I was going for hair that was a mash up of Bela Lugosi's Dracula and Alucard from Castlvania SotN.

I realize now that the gathering point for her mane probably needs to be closer to the back of her skull if it is going to pull her bangs back that tightly, but oh well it's just a cartoon bat horse right?

Also, since I made her a metal smith I thought that a mane style that gathered her hair behind her would be somewhat practical.

An interesting question. I think it's due to a few things.

First off, I simply don't have that many chapters of her story written.
So there's that.

Secondly, Vampony Hunter is pretty stand alone when it comes to the larger 'bat-verse' as it were.
In the story she's in Ponyville rather than Hollow Shades and there haven't been any other bat ponies show up _yet_.
So not a lot of crossover material to work with.

But I think the biggest reason is that from the beginning I have been doing her art as well as stories.
I put out an illustration for most chapters that I write.
The only exception is a vector that Vito did of her and Pull Tab.

I assume that the other artists on the threads would rather focus on bat ponies who have good stories but whose writers can't necessarily draw them.

I dunno that's just my thoughts.
Maybe Carnelian is too bland to warrant more art? Who knows.

I'm actually almost done with the next chapter. Hopefully have it up tonight.

If I asked you a year ago if a bunch (how many of us are here anyway, dozen? twenty people?) of folks would create a number of decent characters with not bad lore and a mass of really good artwork depicting them - at 4chan - would you believe it?

Batpones is a grassroot movement. And most of contributors does not even sacrifice that much time for it. This general has probably the biggest potential power of all /mlp/based groups at the moment. If one cool project emerged - not for glory, money, prizes and shit, but for genuine fun and cutsey feelsey bats - I think it might work. Children of the Night IIRC was made by two people for over a year. It is shoooort, but great to watch.

And if it shares the fate of doo or deer - thread will move on, as it always has.

In all seriousness, I could see breaking down production into a few phases. That way several people could help out and we could get feed back along the way.

First we gotta decide what kind of animation.
Flash, traditional, 3d... you get the idea.
I know Blender pretty well, but someone like Vito would probably be more comfortable with Flash.
Then we break it down as follows:

1. Script treatment. A plain english breakdown of what happens.
2. Dialogue? If we add it, that would make things way more complicated. We could just do actions with no speech.
3. Storyboards.
4. Designs.
5. Asset creation (Or models if doing cg)
6. Animation.
7. Sound.

Any way that's just a rough idea.

Flash is a good started with only a few flaws.
pros
-its easy to use
-easy to learn
-pretty much a standard for novice animation
-can use rigs/puppets, hand drawn frame by frame, or tweened animation.

cons
-if multiple people are working on the same project they (one person for drawing, another for backgrounds, etc) they have to be using relatively the same version, or have the main file be the latest version.
-files can go forward in version, but not back without special settings (cs4 to cs5= works cs6 to cs3= nope)
-finally, audio that is rendered in flash does not come out the best, so most animators (that care/know) will piece them to gather on other software like after effects of premier.

The thing I like about 3d is that you can use any number of programs to create models and then import them into your final animation program of choice. You can also get great assets on line for simple things like trees and stuff.

But we would need to see if we had modelers, riggers and animators. Of course, they don't have to be separate people, but if they were it could help spread the work load.

Plus Cg can look really good if the animations are finished nicely. Unlike that crapfest Filly Fantasia. I mean, holy crap that is the most unfinished animation I've seen outside of a PBS show made for four year olds.

adding to post:
I have a good 2 years of experience with flash and have made multiple animated shorts with all of the above (1-2 minutes long)
and as a bonus, I have a close friend, and a really nice guy, who does all of the background music while throwing in his own style.

If you want this to be a good high quality animation it will time, be frustrating, and require teamwork > individual skill.

Depends on your resolution, but I optimized it for 1920x1080 screens. Can't be helped, unfortunately--wikia doesn't let you set dynamic backgrounds.
